The F-Gas Regulation (EU 2024/573): The Planned End of HFCs

The European F-Gas Regulation (EU 2024/573), in force since March 2024, accelerates the phase-out of HFCs. For businesses, that means planning your next technology moves well ahead of time. Keep a close eye on:

  • A faster phase-down. As the supply of virgin HFCs steadily shrinks, strategic planning of future investments becomes critical.
  • Tighter GWP limits. From 1 January 2030, new stationary refrigeration installations will require refrigerants with a GWP < 150.
  • Responsible plant management. Expect a sharper focus on qualified maintenance, charge traceability, and leak prevention — the levers that maximize the efficiency and safety of existing plants.

This regulatory shift is a prompt to assess the long-term sustainability of current and future plants today, favoring choices that deliver compliance and performance for years to come.

Efficiency as the Standard: The Role of Ecodesign and TEWI

The Ecodesign framework — now transitioning into the broader ESPR (Ecodesign for Sustainable Products Regulation) — moves the focus from nominal ratings to real operating performance. TEWI (Total Equivalent Warming Impact) captures this approach perfectly. It accounts for both:

  • the direct emissions tied to refrigerant leaks (so, GWP and system tightness), and
  • the indirect emissions from energy consumption across the plant’s entire service life.

Minimizing TEWI is the goal of modern design — one that optimizes both the mechanical components and the control logic.

A New Yardstick: From Upfront Cost to Life Cycle Assessment

Sustainability is also financial. A mature approach looks past the upfront cost (CAPEX) to embrace life-cycle analysis.

  • Life Cycle Assessment (LCA) measures the total environmental impact, from cradle to grave.
  • Life Cycle Costing (LCC) analyzes total cost of ownership: installation, energy, maintenance, and disposal.

Running these assessments early means building plants that are more resilient, more efficient, and backed by a concrete, measurable return on investment (ROI).

1. Choosing the Refrigerant: Which One Fits This New Landscape?
